He was even affiliated with the World Government, due to which he could affect the bounties of other people. But he lost his position after his partnership with the Big Mom Pirates came to light.

As a merman, Neptune is well-versed in combat and possesses physical abilities far superior to those of any human. Neptune is adept at using Merman Combat, which allows him to use water as a weapon. Neptune has authority over every single individual on Fish-Man Island. If he were to wage war with someone, they would obliterate almost every kingdom because of their superior strength and Poseidon.

Imu is the occupant of the Empty Throne, making him the ruler of the world. Imu’s existence is a secret to most people. Only the Five Elders know about Imu’s existence, and they do everything in their power to keep the truth hidden.
Imu is the highest authority within the World Government, so they can do whatever they want. Imu is callous, and they have no qualms about putting the populace of an entire island to death. Aside from their authority, Imu also possess some kind of ability that enabled them to injure Nerfartari Cobra, the king of Alabasta.
